Dirt...probably some gravel mixed in. It would be put in before the house, not around it. The place is in a flood zone. That's not as bad as it sounds--most of the parcel is in the "best" flood zone--but to preclude any possibility of standing water, the ground level should be raised by at least 1 ft. (Or 30.5 cm. in metric units)
